2007 Tony Presenters (But No Host) Announced, Broadway.com Buzz
Presenters for the 61st annual Tony Awards ceremony, to be held on June 10 at Radio City Music Hall, have been announced. The list includes both current Broadway stars and TV stars with a theatrical background. As was the case last year, the live three-hour telecast will apparently not have a celebrity host.
And lord knows that was a rousing success.
Just because Hugh Jackman is unavailable, it doesn't mean the next best thing is throwing up your hands and leaving the podium empty.

You're assuming that throwing up their hands is what happened here. I think it's more likely that they asked everyone who might even have considered it and got turned down by all.
Then they aren't considering enough people, because even a lackluster host is better than none at all. They've tried this in the past and it's always been a disaster.
